What are the Rules for an ADU?

Starting July 1, 2025, new state and local rules make it easier than ever for Bellingham homeowners to build an accessory dwelling unit (ADU) or backyard cottage. You’ll be able to add up to two ADUs per lot, with larger size limits, streamlined permits, and—after a short transition—no owner-occupancy requirement. Off-street parking isn’t required for ADUs near frequent transit, and options like garage or basement conversions are now easier. Bellingham’s new rules create more housing choices for families, renters, and homeowners alike—while maintaining important protections for neighborhoods and the environment.
